Decision-making
This policy document, developed by RadHR, helps organisations define and formalise how decisions are made collectively using a consensus model rather than majority voting. It sets out seven underpinning principles (accessibility, participation, time, active listening, clarity, communication, and capacity) and maps decision-making authority across four tiers: individuals, specific role holders, working groups, and the whole organisation. It also provides a step-by-step consensus process — from framing the problem through to a Fist-to-Five agreement check — along with guidance on when to consult external groups. The document is presented as a draft intended to be agreed in full, with some areas flagged for future development (notably trustee decisions).
